City negotiators and the city attorney presented a draft that includes an attached budget, preliminary site procedures, and a map of the layout. The city attorney explained the agreement would include indemnification language that makes the city responsible to defend nuisance claims arising from the encampment if they occur. Staff said there is a small budget shortfall in the attached draft but identified fundraising and future budget-cycle options to resolve gaps; the agreement would allow termination if available funds fell below roughly one month of expenses.
Primavera’s CEO Tisha Talman attended and staff from collaborative providers were introduced. Council emphasized the pilot status of the project, the need for ongoing neighborhood engagement and the end goal of connecting participants to long-term housing and services. Council voted to proceed and gave the manager authority to sign the final agreement.
What’s next: the city manager will finalize the budget and execution documents, Primavera will begin pre-opening activities, and staff will continue coordinated neighbor outreach and monitoring.
