Transportation officials briefed the council on a safety package for Euclid and 2nd Street in the University area following a recent fatal incident involving students. The department described a modified "toucan" signal — a full traffic signal stopping both directions — that will provide separate bicycle and pedestrian crossing paths, upgrade curb ramps to ADA compliance, and change some turn movements to reduce conflict points.
Director Sam said the design is complete and staff will use in‑stock equipment and a job‑order contract to expedite installation. Interim safety measures (refreshed pavement markings, additional warning signage, refreshed lighting checks, and three flashing amber beacons) have already been put in place.
Traffic data presented by staff showed 13 crashes at the location from 2020–2024, including one pedestrian‑involved crash and one serious single‑vehicle crash. The department told council it plans to build the Euclid signal by spring and to complete the remaining five planned crossings (from a six‑signal package) over the following 12–15 months.
