Prescott General Plan Committee votes to send revised draft to Planning & Zoning after public-comment review

The City of Prescott General Plan Committee voted on Dec. 11 to send its revised draft general plan to the Planning & Zoning Commission for public hearings, continuing a months‑long update process. The motion to move the draft forward was made by Tom Reilly and seconded by J.D. Greenberg; committee members recorded eight votes in favor and two opposed.
The committee spent much of the meeting reviewing public comments submitted during the plan’s 60‑day comment period and asking staff to integrate those responses into a consolidated draft. Tammy DeWitt, the community planner, told the committee that staff will produce the integrated revised draft and circulate it to members before the Planning & Zoning introduction on Jan. 9. DeWitt outlined a tentative hearing schedule: introduction to Planning & Zoning on Jan. 9, follow-up discussion and possible vote Jan. 30 (with Feb. 13 as an alternate date), then council hearings beginning Feb. 25 and continuing through March so the plan can meet an August ballot timeline if council approves by March 25.
Ralph Hess urged the committee to hold another committee meeting before forwarding the draft so members could see and vote on the compiled edits; he said he wanted to "see exactly what we're sending forward." Tom Reilly responded that staff would assemble the revisions as discussed and that committee members could raise any remaining concerns at Planning & Zoning or council hearings. The committee settled on forwarding the draft while encouraging members to attend the Planning & Zoning and council hearings and participate in the record.
The motion followed votes earlier in the meeting to approve the Nov. 13 committee minutes and a broad staff presentation about handling comments by chapter. DeWitt also described an outreach plan that would include an "ambassador" program and targeted engagement with high‑school students, working‑age adults and retired residents to explain plan goals and gather community support.
With the committee’s vote, the next formal step is the Planning & Zoning introduction on Jan. 9, after which the public will have additional opportunities to comment and the commission and council will determine final changes and any ballot language.
