Hammond Board approves routine INDOT change order, contracts and permits; refers White Oak parking request

HAMMOND, Ind. — The Hammond City Board of Public Works and Safety on Jan. 8 approved a set of routine construction and administrative items, referred a neighborhood parking request for engineering review and set a hearing date on rental-registration and late business-license matters.
Among the actions, the board approved change order No. 9 with the Indiana Department of Transportation (INDOT) for curb-and-gutter joint repairs on the Kennedy Avenue Road Diet project after a city representative said joints had "opened up and failed" during construction and that INDOT agreed the cleanup was eligible for reimbursement. City staff said the project is currently under budget and that a balancing change order will reduce the overall cost.
The board also approved continuing an existing agreement with J. Newell, and authorized a service agreement with Kavanaugh McDonald Consulting LLC for actuarial and pension consulting, both motions carried after being moved and seconded.
Engineering briefed the board on multiple right-of-way permits, including several from NIPSCO for residential gas-line upgrades and a Comcast connection run near Columbia Avenue and 65th Street; the board approved the permits. The board granted a lane-closure request from FH Passion for work on an overhead gantry at 165th Street scheduled for Jan. 16, 2026.
On neighborhood concerns, the board received correspondence from Councilman Salinas asking for residential parking on the 5400 block of White Oak to address nonresident vehicles occupying spaces. The board voted to refer the matter to engineering for study and to prepare a recommendation.
The board approved an order to release a rehabilitation bond for property at 7415 Montana Avenue and voted to install "no dumping" signs in a rear alley after a seven-day council notice, forwarding installation and enforcement to public works and inspections staff.
Finally, the board set a rental-registration and late business-license hearing for Jan. 22, 2026, and adjourned the meeting after opening the floor to the public.
