City project staff and the engineer told commissioners this is the third change order for the project. Initial planning assumed removal of about 500 tons of contaminated material; further delineation identified both a pocket that exceeded the worker exposure limit and a larger area that needed remediation to residential standards. During the presentation staff cited a residential remediation volume of 944.81 tons and described the total removed as substantially higher than originally anticipated. The additional disposal and remediation expenses resulted in the requested $78,952 change order.
Staff emphasized that remediation focused on the identified contamination zones and that the work was necessary to protect future residents, particularly small children and seniors. Commissioner Shelton moved to approve the change order and Commissioner Talmadge seconded; the commission approved the change order 5-0.
The city engineer said the remedial approach limited exposure and targeted the specific affected areas, and staff said they aimed to complete remediation before further development.
