The board approved an amendment to the preliminary engineering contract for $240,075; staff said that portion is 80% eligible for reimbursement. Separately, the board approved a right‑of‑way acquisition services agreement for $71,102.50, a standalone contract NDOT requires for federally funded projects.
Eric said NEPA environmental approval is in place and that nine parcels are involved in right‑of‑way work (three city‑owned, six to be acquired). Staff said the local metropolitan planning organization (MPO) has construction funds programmed for fiscal year 2027, but right‑of‑way acquisition timing could delay the start of construction into winter 2026 or beyond.
Both agreements were approved by motion and voice vote. Staff said they have budgeted funds for the city’s portion of the project.
