The council approved a capital construction contract with Crown Civil Construction Corporation for $1,473,686 (bid #25-074) to remove and temporarily store brick paving at multiple downtown locations to accommodate a Tyler Water Utilities sewer-line capacity improvement project that stems from a 2017 TWU consent decree.
Speaker 6 (Darren) said the work includes removing bricks, cleaning and stockpiling them off-site, installing temporary pavement to allow the sewer contractor access, and later reinstalling bricks where appropriate after trench settlement and sewer installation. Darren said Crown Civil was the low bidder and that the engineer's estimate was higher; the project will not change pavement types permanently — brick will be reinstalled where brick existed and asphalt where asphalt existed.
Council members confirmed the consent decree dated to 2017 and noted the project will be paid from the half-cent sales-tax funds so utility customers will not directly bear the cost. Nichols moved to approve the contract; Hawkins seconded and the motion carried.
