Council authorized a reimbursement agreement with Union Pacific Railroad to cover UP preliminary engineering services for four railroad crossing improvement projects in Tyler: East Locust, East Ferguson, East Erwin and East Lake Street. Staff (Speaker 5) said HDR is designing the projects and the separate UP agreement covers on-site diagnostics, preliminary engineering and a construction cost estimate; the requested authority was $210,000.
Council members asked whether the city or railroad would bear construction costs. Staff replied the city is responsible for improvements outside the railroad right-of-way and will bear design and construction costs for the city approaches; the UP agreement covers their design inputs. The council approved authorization for the city manager to execute the agreement; Nichols moved to approve and Wynne seconded.
Staff said the designs will be used to prepare construction documents and bid the projects later; one crossing (Lake Street) was singled out for its heavy emergency-vehicle traffic and will be addressed through the Lake Street redesign.
