Council approves five-year Samsara telematics contract for city fleet

Leroy presented a request to authorize a contract with Carousel Technology Corp. (Omni Partners R240,303) to provide Samsara telematics across city fleet operations. He said the city had used DriveCam for 13 years but needed broader telematics capabilities (GPS tracking, engine hours, diagnostic codes and multi-camera video). Departments participating in the demo included solid waste, transit, code enforcement and traffic.
Leroy said the first-year cost would be approximately $331,060, with subsequent years lower after one-time freight charges. The agreement is structured as a two-year initial contract with three additional one-year renewals (five years total). He said equipment faults are warrantied and replacements are provided at no charge. Council asked operational questions about departmental access to modules, speed tracking and warranties; staff answered and the council approved the contract on a voice vote.
Staff said the telematics system will be used for driver coaching, preventive maintenance, idle reductions and diagnostic monitoring; contract execution will proceed per council authorization.
