Leanne Robinette, director of Parks and Recreation (Speaker 4), asked the council to adopt a resolution authorizing the city to apply to the East Texas Council of Governments (ETCOG) municipal solid waste grant program. According to Robinette, the Texas Commission on Environmental Quality provided $161,705 to ETCOG for the fiscal program and the city proposes to apply for $20,000 to host a paint-recycle day for collecting latex and oil-based paints from residents and recycling or disposing of them through a contracted environmental service.
Robinette said the governing body must adopt a resolution authorizing the application and, if awarded, accept and use the grant funds and authorize acceptance of any increases to the award. Council members asked no substantive questions; a motion to approve the resolution was made, seconded and passed by voice vote.
If the city is awarded funds, the solid-waste department will be authorized to take actions necessary to receive and expend the grant and to contract for proper recycling and disposal services.
