Council authorizes $13 million contract to abandon Bellwood Lift Station and install gravity sewer

The Tyler City Council on Dec. 10 authorized the city manager to execute a construction contract for the Bellwood Lehi lift station abandonment and replacement project after receiving a staff recommendation to proceed with the low bid from Wicker Construction.
Jacob Yanker of the Water Business Office summarized the project and the procurement. He said the existing Bellwood lift station, built in the late 1970s, has near-constant run times indicating it is undersized for current development in the service basin. Staff's design work calls for demolishing the lift station and installing approximately 9,500 feet of 30-inch gravity sewer along the north side of Lake Bellwood. Yanker said a study and survey performed in 2023—6 and 2024 supported the decision to abandon the lift station in favor of a gravity main.
"Wicker Construction was the low bid, at $13,000,000," Yanker said, and staff noted Wicker is based in Shreveport, Louisiana, with decades of regional experience. Yanker also said the bid package includes clearing and grubbing, bypass pumping for tie-ins, and additional foundations/shoring anticipated for poor soils on the north side of the lake. The construction schedule presented to council was 18 months.
Council voted to authorize the city manager to execute the contract and to adopt a resolution reserving the right to reimburse expenditures with proceeds of future debt. The council did not identify any general-fund impact from the contract award during the public discussion.
Construction is expected to begin after contract execution, with staff reporting the work is part of a compliance-driven capital program to improve system capacity and reliability in the service area.
