City approves HDR-led route study for East Grande, Old Omen and Toll 49

Council approved an MPO-funded route study (100% MPO transportation planning grant) to evaluate route options for East Grande Boulevard, Old Omen Road and Toll 49; HDR was selected as the most qualified firm and the city — as fiscal agent — will pay up front and be reimbursed.
Michael presented a route study proposal covering East Grande Boulevard, Old Omen Road and Toll 49, areas identified in the City of Tyler Master Street Plan. He described three color-coded route options (purple, yellow and teal), noted constraints including an overhead utility line and floodplains, and said the study will examine recommendations that balance local and regional transportation needs. NetRMA (the regional mobility authority) is conducting related environmental analysis and remains in the process of selecting routes; Michael said coordinating the study with NetRMA’s public engagement is timely and advisable.
The MPO issued an RFQ in September and received six submittals; the review committee found HDR the most qualified. The study will be funded 100% by an MPO transportation planning grant; the city acts as fiscal agent and will be reimbursed for the upfront cost. The contract exceeds $100,000, so council approval is required; council approved the contract award on a voice vote.
