Council authorizes CMAR contract for downtown green space phase 2; Hoare Construction selected

Staff presented a request to authorize the city manager to execute a Construction Manager at Risk (CMAR) contract for downtown green space phase 2. With roughly $5.9 million remaining of a $31 million overall downtown budget, staff said a CMAR approach was selected to manage costs and schedule. The city conducted a qualifications-based selection, receiving six proposals, and scored Hoare Construction highest. Staff said Hoare would work on the east and west sides of the green space to keep timing and finished product consistent.
Staff asked the council to authorize the CMAR contract execution in the amount discussed during the scoring process (approximately $349,491). Stephen Florenay of Hoare Construction attended to answer questions. Council moved and seconded the authorization and approved the contract on a voice vote.
Staff said the CMAR will participate in preliminary design to keep the project on budget. No contract document was read into the record; staff will present final contract documents for execution by the city manager per the council’s authorization.
