Council receives and adopts half-cent sales tax annual work plan and 10-year forecast

Darren Jennings presented the annual work plan for the half-cent sales tax program and a 10-year forecast. He said the city solicited project proposals each April; this year 39 projects were submitted and 15 were eligible after duplicate and other screenings. The program uses a tier system: tier 1 funds current projects, tier 2 covers the next three years, and tiers 3–4 are forecast farther out. Jennings highlighted drainage projects prioritized after recent heavy rains and listed tier 1 projects such as the IT building construction, police training facility, the completed Miracle League facility and a planned relocation for Fire Station No. 2.
Jennings walked council through a 10-year fund forecast that shows a low point around 2027–2028 (about $1.8 million) but stated the balance is sufficient to continue planned allocations. Staff asked council to receive the presentation and adopt the annual work plan. Council moved to approve the work plan; the motion carried on a voice vote.
Council members asked questions about airport projects and FAA funding; Jennings said airport projects receive 90% grant funding. Staff will proceed with the adopted work plan and return with any necessary implementation steps.
