Mr. Coonfield explained the roadmap is advisory — not a statutory mandate — and described three potential funding approaches: state contracts to offer services, cost‑share arrangements with local entities, or full funding from the authority’s budget depending on available NG‑IS provider capacity and funds.
Lance Terry emphasized the roadmap provides a menu of options and that decisions will depend on the outcome of the NG‑IS procurement and available balances. The board approved the roadmap on a roll‑call vote.
