Cameron said the MOU as presented has no financial commitment from the city; any future financial work would require a separate agreement. Dr. Mina Solomon, chair of the civil and construction engineering and management department at UT Tyler, and Dr. Julie Philly, president of UT Tyler, spoke in support of the partnership, saying it supports student success, teaching excellence and service to East Texas. Council approved the MOU by voice vote.
The agreement is intended to create structured pathways for faculty and students to work on city projects, and staff said it also formalizes prior ad hoc collaborations such as pavement and bike‑striping work.
