Tyler council approves zoning updates, right‑of‑way closure to clear 20‑year legal questions

The applicant intends to consolidate four lots and part of the right of way into a single lot to permit construction of a residence; Kingman said a sewer line crosses the dedicated right of way and must be preserved as an easement so it cannot be built upon. The Planning Commission recommended approval subject to replanting within six months. The council approved the closure by voice vote.
