The Board of Supervisors unanimously approved a sunset review package that included updates to board policy B‑74 governing county contracting standards for janitorial, landscaping and security services.
The revised policy adds an eligibility checkpoint for vendors with wage‑theft judgments: a vendor with four or more wage‑theft judgments in the past three years may be deemed ineligible for award unless staff assesses mitigating information. Brandon Butler and procurement staff said the process would require vendors to respond to questions about the severity and context of judgments as part of staff evaluation.
Vice Chair Lawson Reamer proposed a friendly amendment to ensure consistency for contracts that have closed evaluation but not yet been executed. The amendment directs Purchasing & Contracting that, if a contract award would go to a vendor who would be ineligible under the updated standards, the county should not extend the contract beyond the initial term and should re‑procure services; it also directs adding the updated B‑74 language to a pending janitorial RFP as an addendum.
Kelvin Barrios of Laborers Union Local 89 supported the updates and urged robust enforcement to prevent wage theft. Procurement staff said they can evaluate pending RFPs and incorporate the updated standards where the procurement has not yet been awarded. The motion and friendly amendment passed unanimously.
