Franklin County jail reports new reentry programs, camera upgrades and donated tech

Hopper said the jail has redesigned staff training to emphasize leadership and now offers more in-house instruction for moral recognition therapy (MRT); the facility reported 19 GEDs and 27 MRT graduates in the quarter.
