Caleb Tilley, Rockingham County's engineering and public utilities director, told the board that the OSBM grant for an indoor range facility design (OSBM 2531) had $4,555 remaining plus $3,479 in earned interest for a total balance of about $8,034. Tilley asked the commission to reallocate that remainder and interest toward replacing an aging HVAC unit in the outdoor range trailer; his estimate for replacement was $7,950.
Several commissioners cautioned that the original grant was provided for a specific purpose and raised concerns about whether scope changes or reallocation would be legally permissible. Commissioners recounted prior funding commitments tied to the indoor range—donations and state allocations—and noted the larger capital project had been on hold while funders sought an operator and additional money.
Tilley said the OSBM office might allow a scope rewrite to include HVAC work as part of the general facility needs. He also said the county could fund the repair if state funds could not be used.
Commissioner Richardson moved to approve the repair contingent on locating money within existing sources (specifically the sheriff’s office budget) and confirming the legal ability to repurpose funds; Commissioner Burger seconded. The motion carried by voice vote.
The board directed staff to check with the sheriff's office and OSBM to confirm whether the grant scope can be rewritten and to report back on the funding source and any required budget adjustments.
