Board approves Meadowbrook drainage repairs after conservation stipulation modified

The Nashua Zoning Board of Adjustment approved a special exception to allow repair, replacement and upsizing of a municipal drainage outlet at 12 Meadowbrook Drive that discharges to Salmon Brook.
Matthew Franz, P.E., senior staff engineer with the City of Nashua Division of Public Works, described replacing an outlet that has been overtaken by roots and mud, raising a new outlet by about a foot and extending drainage closer to Harris Road to address local puddling. He told the board the Conservation Commission requested use of less-toxic pipe materials and had guidance on tree-cutting heights; the city has revised plans to specify PE-type pipe rather than PVC and said it would work with ConCom to finalize tree-cutting specifications.
The board discussed the ConCom stipulations, particularly an inconsistency regarding a "12-foot snag height" and practical safety concerns for cutting near the brook. The board accepted the Conservation Commission's recommendations but modified the fourth stipulation to set a minimum cut height of five feet to address safety and equipment-access concerns. A resident email read into the record reported repeated basement and yard flooding in the area and supported the project. The board voted unanimously to approve the special exception.
