MSAD 51 facilities and finance staff updated the board on a School Revolving Fund (SRF) project to upgrade the high-school science wing HVAC systems.
Officials said bids came in higher than the original revolving renovation fund budget. Dothan's Construction submitted the lowest bid; Oak Point (owner/manager) worked with the contractor and the design team on value engineering that reduced the gap but left an estimated additional need of about $131,000, depending on contingencies and the project's $80,000 contingency line.
The project scope is an HVAC upgrade for one science wing using alternative ceiling-mounted units (instead of heavier structural rooftop units) to achieve required heating and cooling performance at lower structural cost. Facilities staff said roughly 50% of principal is forgiven under the SRF mechanism and that the borrowing includes favorable terms (zero interest on forgiven portion) secured by the district's capital plan.
Board members asked about contract change orders and the possibility of additional authorizations if surprises arise during construction. Facilities staff said change orders would be brought back to the board if the approved funds prove insufficient. The motion to authorize the SRF contract and to proceed with necessary authorizations passed unanimously.
