Shelby County approves consent agenda; amends security-services contract and authorizes sheriff's office grant for robot

On Feb. 4 the Shelby County Board of Commissioners approved the consent agenda with the exception of one item pulled for amendment. The consent agenda, as approved, included multiple routine reports, appointments, sales of delinquent tax parcels, and contracts.
Item 6, a contract amendment with Intercon Security Systems Inc., was pulled by Commissioner Charlie Caswell Jr. for an exhibit amendment requested by the county attorney's office. The change to Exhibit B clarified the list of Division of Community Services locations to receive additional security services. The Parliamentarian read the revised locations and the sponsor, Commissioner Caswell, moved the amendment; Vice Chair Bradford seconded. The commission voted and the amendment carried with nine recorded "Aye" votes.
The larger consent package (minus item 6 during the initial vote) carried with nine "Aye" votes. Separately, the clerk read earlier consent items that include a Sheriff's Office grant to purchase an upgraded bomb-squad robot with total authorized expenditure not to exceed $241,959.80 (FY2026 grant funds of $234,534 plus special revenue funds of $7,425.80) and a contract with Tioga Environmental Consultants Inc. for lead-based paint clearances not to exceed $75,000.
Why it matters: The Intercon amendment clarifies which community-services facilities will receive security coverage (crime victims and crisis center; 1060 Madison Avenue Community Services Agency; 1188 Mena Place Youth and Family Resource Center; 3157 Powers Road; and 1075 Mullen Station). The bomb-squad robot purchase authorizes federal/grant and special revenue fund spending in the specified amounts, giving the Sheriff's Office an upgraded capability for explosive-response incidents.
Next steps: County staff will finalize the Intercon contract amendment consistent with the amended exhibit and proceed with contract execution and procurement steps for approved equipment and services.
