Sunbury City Council on Feb. 4 voted to suspend the rules and declare an emergency to add the Kintner Crossing Phase 1 residential development to the Sunbury New Community Authority, city staff said.
During first reading of Resolution 2026.04, City Manager mister Hesse described the project as a residential development off Cherry Street and Kintner Crossing Parkway. He said the developer (recorded in the meeting as "Doctor Horton") anticipates building homes this year and that property owners have consented to the 4-mill addition; "the funds can be used to help support the parkway, construction and other lawful purposes," Hesse said.
Council voted to suspend the rules and declare an emergency so the matter could proceed this evening; council also set a public hearing date (meeting comments referenced March 4). Hesse said the applicant has reached out to staff and may withdraw and refile if revisions are needed.
The resolution text included a finding that the expansion complies with the requirements of Ohio Revised Code section 349.03, and the council recorded a roll-call vote in favor of the motion. The city said more detailed site and financing information will be available at the public hearing.
