The Conway City Planning Commission approved two linked items for the Harkrider Addition area: rezoning a small R‑2A parcel at 805 4th Street to C‑3 for cohesive zoning across the property owned by NewCo Land Development, and a conditional-use permit to allow a proposed four-story mixed-use building with retail on the first floor and apartments above.
Planning staff said rezoning the R‑2A parcel aligns the whole contiguous property under C‑3 and supports anticipated commercial and mixed-use growth associated with the Park Rider Street expansion. Staff noted current traffic counts nearby and said the proposed CUP would generate an estimated 369 weekday vehicle trips; the site is not in a FEMA flood zone and lies within the Conway Design Overlay district, so design review will apply.
Barry Davidson of Davidson Engineering, representing NewCo and the project, said the rezoning request was intended to remove inconsistencies and allow a cohesive development plan; he and the applicant agreed to staff conditions for the CUP, including a density cap of 21 units and a maximum height consistent with C‑3 (45 feet). Davidson said the footprint is about 7,000 square feet and that parking strategy and unit counts would be refined during site design.
Staff also noted that approval would require subsequent design review by the Historic District Commission because the property is in an overlay. The commission voted to approve both the rezone and the conditional-use permit subject to the listed conditions.
