Planning commission adopts recommended zoning‑code changes, forwards them to City Council

The Conway Planning Commission voted to adopt a package of recommended amendments to the Conway zoning code and development‑review regulations and forward those recommendations to Conway City Council for final action.

Planning staff summarized changes previously presented to the commission and council and described additional edits made after the council discussion. Key changes highlighted by staff included clarifying the difference between building coverage and lot coverage in Article 3 where site development review is applicable; reorganizing parking and moving access‑management provisions (swapping material between Article 4 and Article 9 and moving access management from Article 10); removing duplicative provisions in section 306.5 and Article 10; adding or adjusting definitions in Article 13; and replacing a fixed 50% masonry requirement with a materials‑classification chart that allows greater flexibility in building materials.

Staff said they would not present the full slide deck again but would take specific questions. A commissioner moved to adopt the amendments and the commission approved the motion by voice vote with no opposition. Planning staff noted the commission’s action is a recommendation that will go to Conway City Council; staff expects the council to consider the amendments in multiple readings (three readings were mentioned) and does not anticipate an emergency clause so the public will have time to review the proposed changes. Staff suggested the council consideration will likely occur in November.

The commission’s adoption advances the changes in the formal review process; final effective dates will depend on City Council action and whether an emergency clause is approved.
