The Conway Planning Commission approved a conditional‑use request that would allow multifamily development at 2760 Garden Grove, a vacant 2.13‑acre parcel zoned C-3, the commission said at its meeting.
Planning staff told the commission the applicant requested authorization to build at 24 units per acre; based on the zone and acreage staff said up to 48 apartment units could be allowed overall. The site is surrounded on three sides by mini‑storage uses, is not in an overlay or floodplain, and will require utilities to be extended by Conley Corp. Staff proposed nine conditions and said the project will proceed through site‑development review.
Patrick Caitlin, representing the Tyler Group and speaking on behalf of property owner Bobby Seguir, told the commission the applicants accept the proposed conditions and intend phased construction with 16 units per phase. "We're perfectly fine with the conditions that we're set," Caitlin said.
A commissioner raised a question about stormwater sequencing and recommended stormwater management be implemented in phase 1 rather than a later phase; planning staff agreed to require stormwater controls in the first phase and to ensure supplemental documentation is submitted during site development review.
A motion to approve the conditional‑use permit with the listed conditions was moved, seconded and passed by voice vote with no opposition. Commissioners recorded as present during roll call were Laurie Quinn, Mark Ferguson, Alexander Baney, Vincent Tookie, Jay Winborn, Brooks Davis, Cassidy Cook and Evan Gamble.
The approval allows the applicant to proceed to site‑development review; final permits and construction are contingent on meeting the nine conditions and completing required reviews.
