Public Works told City Council on Sept. 12 that preliminary engineering for the Capitol Landing Road corridor project is complete, the water main upsizing and services work are in progress and most undergrounding of utilities is finished — except for Verizon.
"We met with Verizon last week to kind of find them a path to go underground and so they should be getting started soon," the presenter said, noting the city was able to proceed on water main work because that portion was funded by the CIP. Staff said they submitted federal authorization materials in June and expected a response by Sept. 5 but had not received it; federal comments on corridor plans are scheduled to be heard Nov. 26. As a result, the right‑of‑way phase is delayed and the schedule to move into construction is uncertain.
The project includes increasing the corridor water main from 6" to 12", placing overhead utilities underground, streetscape improvements (curb, gutter, wider sidewalks and landscaping), and realigning the intersection into a T to eliminate a merge lane and connect bicycle/pedestrian facilities. Completion is still hoped for in 2026 but the pause introduces schedule risk.
Business representatives at the meeting urged more frequent, specific communication about timing and impacts to private properties; staff proposed follow‑up meetings to share right‑of‑way plans and timelines with affected businesses.
