Council authorized the city manager on April 10 to execute a performance agreement with AV Adventure Productions (AV Adventure) for the Ampersand International Arts Festival for FY25 and FY26. Staff recounted that Ampersand (formerly the William & Mary Global Film Festival) was integrated into the city’s event-management contract and that FY24 support included $268,000 in ARPA funds.
The proposed performance agreement would provide annual funding of $250,000 to AV Adventure, subject to annual appropriation, to operate the festival as a signature city event. Council members described Ampersand as a successful, growing festival that draws alumni and visitors, and voted to approve the agreement.
The authorization is contingent on annual appropriations and follows prior grant and outside-agency funding decisions.
