Phase 1 is a community-engagement and scoping phase intended to inform siting and program needs; the presentation said Phase 1 will cost about $27,000. The interim agreement described by staff contemplates a broader design scope and a Phase 2 (35% construction drawings) from which a guaranteed maximum price (GMP) could be developed; total contract value language in the packet referenced roughly $1,123,000 in work and associated progress-payments. Council members emphasized that Phase 2 cannot proceed without an explicit written notice to proceed, and the agreement may be terminated for convenience after Phase 1.
Council voted to authorize execution of the interim agreement, noting uncertainty about partner contributions (James City County indicated it would not contribute to a downtown library) and reserving the right to pause or terminate the contract before moving to more costly design stages. The vote authorizes the city to pursue public input before committing to larger expenditures.
