Council tables Morgantown municipal ID program after questions over voter-registration implications

Morgantown — Councilors on Feb. 3 voted unanimously to table consideration of a municipal identification pilot program after staff presented the concept and council members and staff raised questions about whether the ID could be misunderstood as affecting voter registration.
City staff said the municipal ID was conceived to strengthen community connections, assist local businesses, and provide an accessible form of identification to help residents access services. Staff emphasized the program was not intended to supersede or alter voter-registration requirements, which the West Virginia Secretary of State’s office administers and which require U.S. citizenship, county residency and minimum age.
Councilors and staff agreed additional dialogue with the Secretary of State’s office and further clarification of intended outcomes were warranted. The city manager recommended tabling the item temporarily; council moved to table the ordinance and the motion passed 6-0. Councilor comments included concern that deferring the item might draw opposition and a suggestion that tabling on second reading might be preferable pending official guidance.
The council’s action pauses the pilot while staff and council seek clarification and partnership with state officials and community stakeholders.
