Franklin Beer Board approves special-event and restaurant permits, accepts one withdrawal

The board approved a permit for Porch Fest, presented by the West Haven Foundation, for Sept. 21 at Magley Green Park. Mark McCutcheon, speaking on behalf of the West Haven Foundation, told the board, "This is an event that occurs annually and has for some time, and the application is complete." Staff recommended approval and the board voted yes.
The board also approved the Franklin Noon Rotary Club's third annual "Hogball" fundraiser at Eastern Flank Battlefield Park on Sept. 14. Organizer Zane Martin described the event as a fundraiser with music, food, libations and a raffle; staff confirmed the vendor providing beer is licensed. The board approved the permit by voice vote.
Pilgrimage Foundation's music and cultural festival at The Park at Harlinsdale — an all-day event listed for a date in September 2024 — was approved after the city's attorney representing the applicant confirmed the application was complete and staff recommended approval.
The Nashville Jazz Workshop's JazzMania fundraiser at the Factory (Oct. 19, 2024) was approved. Eric Dilts, director emeritus for the Nashville Jazz Workshop, said the event is a longstanding fundraiser for the nonprofit music-education group.
The board accepted the withdrawal of the Wild Ginger application after staff reported the proposed sale fell through and the existing owner retained the current permit; no vote on that item was taken.
Several restaurant-related on-premises permits and ownership-change applications were approved. Krishna Alapati told the board he was transferring ownership of Balashi to his wife because he will be out of the country, saying the business "has been in the business for 11 years" and that his wife will manage day-to-day operations in his absence; staff recommended approval and the board voted to grant the permit.
An ownership-change application for Sapphire, a restaurant at the Factory, was approved contingent upon receipt of the certificate of occupancy; staff advised approval should be conditioned on the city receiving that document. The board recorded its approval with the contingency noted.
The board approved a permit for 2 Hands Franklin, with Jorge Rios representing the operation; staff recommended approval contingent on the certificate of occupancy and the board voted to approve with that condition.
