Franklin board approves Etch Restaurant permit contingent on final certificate of occupancy

The Franklin City board voted to approve an on-premises consumption permit for Etch Restaurant (Echo Encore LLC) on Nov. 12, 2024, contingent on the company providing a final certificate of occupancy. Miss Davies, a city staff member, told the board the application was complete except for the certificate and that staff recommended approval once it is received.
Melissa Schramkowski, director of finance for the company, introduced the applicant and described the business’s footprint: “We own and operate 16 restaurants in Tennessee, Alabama, and Mississippi,” she said, and noted this would be the group’s first location in Franklin.
Board members asked brief operational questions about staff training and underage sales prevention. A motion to approve the permit was made, then amended on the floor to make the approval contingent on the final certificate of occupancy. The roll-call vote was recorded as Alderman Barnhill yes, Alderman Caesar yes and the chair yes, carrying the motion.
The board welcomed the new business to Franklin. The approval is contingent on the applicant completing the city’s occupancy process; the city did not specify a timeline for submission of that certificate.
