During the July 24 meeting the Town of Northlake council took several formal actions.
Zoning: After a public hearing with no speakers, council adopted an ordinance rezoning a 117‑acre property in the Catherine Branch industrial area to IPD, aligning zoning with a prior development agreement. The Planning and Zoning Commission had recommended approval.
Senior homestead exemption: Council voted unanimously to amend ordinance 22‑05‑2026 and increase the ad valorem homestead exemption for elderly and disabled residents to a $200,000 maximum. Staff estimated the revenue impact at about $135,000 in reduced ad valorem revenue.
Faught Road contract: Council approved the north‑section Faught Road construction contract (BDM) after staff explained the two‑phase project, which includes ROW expansion, drainage improvements and a waterline loop to improve pressure planes.
Reimbursement resolution: Council approved a resolution (6–1) expressing the town’s intent to reimburse certain project expenditures from proceeds of future debt issuance, preserving financing options for previously authorized retaining‑wall work in Canyon Falls.
Eminent domain: After executive session, council authorized use of eminent‑domain powers and adopted Resolution 25‑59 to acquire approximately 1.06 acres (about 45,001 sq ft) as a permanent utility easement from property conveyed to Northlake Bible Church for construction and maintenance of sanitary‑sewer facility improvements at Faught Road and FM 407. The vote for the resolution was unanimous.
