Mobile council approves $1 million housing pilot, annexation and multiple consent items

The Mobile City Council on Sept. 24 approved a package of measures that included an annexation ordinance, creation of a housing improvement enterprise fund seeded with $1,000,000, and multiple consent items including grant applications.
The council adopted ordinance 83049 to annex certain property into the city's corporate limits after a motion, second and voice vote. The transcript records the motion, a voice vote of 'Aye' and the clerk announcing 'Item passed.' (The transcript does not record a roll-call tally for this motion.)
As part of consent business, the council approved establishing the City of Mobile housing improvement plan enterprise fund and identified $1,000,000 in seed money for a pilot program. Councilman William Carroll described the initiative as funding a director, administrative costs, property acquisition, title clearing and some vertical construction for targeted neighborhoods such as Campground, The Bottom, Maysville and Oakdale. "I'm very appreciative ... we have $1,000,000 of seed money for our pilot program that will help us address the administrative cost of it," Carroll said.
The council also authorized the mayor to apply for an INSPIRE grant from the Institute of Museum and Library Sciences and to accept funds from the Edward Byrne Memorial Justice Assistance Grant, both noted in the meeting as having no local match requirement.
Other consent purchases and contracts were read into the record, including mechanical improvements at the West Regional Library, purchase orders for truck equipment, easement agreements and authorizations related to sidewalks and postage meter leases.
The council did not set detailed implementation timelines at the meeting but council members said hiring of a program director and issuance of an RFP or RFI would be next steps.
