Councilmember questions focused on whether approving Title VI now would obligate the city to renew the management contract with First Transit, whose current agreement expires June 30. Administration and Wave representatives said Title VI compliance is a condition of federal eligibility but does not bind the council to renew any vendor contract.
City staff explained the federal dollars are paid to the city and can be used as part of the transit program’s overall operating budget. "It comes to us," a Wave representative said when asked whether funds flow through the city or directly to First Transit. Officials cautioned that the funds are generally fungible and typically reimburse capital items such as buses and equipment.
Council members urged more time to review the materials. One member said they had received the packet the morning of the meeting and had only reached page 12 of 86. Administration recommended extending the deadline and suggested a 90-day extension of contract discussions so the council could fully consider management and operational options without interrupting service.
Speakers also reviewed the history of federal support for the Wave, noting that federal reimbursements have declined over the past five years and the city has increased local contributions to fill the gap. A Wave official said recent federal support averages about $750,000 annually and that much of the current federal aid is reimbursement for vehicle and equipment purchases.
The council did not take a final vote on a contract at the meeting; discussion centered on adopting the Title VI documentation to preserve eligibility for federal funds and scheduling additional meetings to resolve vendor and contract questions.
