Commission overrules Franklin planning denial, clears way for hospital parking garage

The Williamson County Commission voted 21–1 on Nov. 7 to overrule a Franklin Planning Commission denial and allow the Williamson County Hospital District to proceed with construction of a hospital parking garage.
Hospital COO Roger Klein told the commission that the city’s insistence on completing a sidewalk that crosses hospital property had blocked the issuance of the garage building permit and that the sidewalk work involved buried utilities, retaining walls and significant grading. "We need that parking and we need to get started right now," Klein said, arguing the sidewalk obligation should be treated separately from the garage permit so the hospital could begin construction.
Commissioner Chalfont and others cautioned that the sidewalk issue raised legitimate planning and public‑access questions and urged further negotiation with Franklin officials. Commissioner Perra and other members asked whether a design modification — routing the sidewalk closer to the hospital property or a dogleg — had been discussed; Klein said those alternatives had been considered but that compliance with accessibility (ADA) grades would still make the work complicated and expensive.
Supporters of overruling the city emphasized the hospital’s need for additional patient and visitor parking and said separating the sidewalk requirement from the garage approval would allow the hospital to begin a multi‑million dollar project while continuing to negotiate the pedestrian improvements. Opponents urged the county and hospital to continue talks with the city and explore negotiated options before a county override.
The motion to overrule the Franklin Planning Commission passed 21–1. The hospital said it will continue discussions with the city about sidewalk placement and funding while proceeding with the garage project.
What happens next: With the county vote, the hospital may proceed to resolve site‑specific construction and permitting steps. Any sidewalk construction, funding or design changes will remain a separate matter for negotiation with Franklin officials.
