Williamson County Commission approves slate of budget amendments, leases and economic‑development participation

The Williamson County Commission met July 8, 2023, and approved a long slate of routine budget amendments, capital appropriations, lease renewals and financing authorizations across county departments.
The meeting’s most contested item was a $60,000 amendment tied to an economic‑development incentive package for a company planning to relocate to the area. Commissioner Green framed the amendment as matching funds to participate with the City of Franklin and a third party, using a Department of Economic and Community Development grant to attract the employer. Matt Larger, identified in the meeting as the county's new economic development director, was introduced as the staff lead to help develop criteria and work with the city. Commissioner Williams said, “I don't like the process of voting public money on an unnamed entity,” and was one of two dissenting votes; the measure passed 22–2.
Commissioners approved financing and appropriation measures across several departments, including:
• A $5,000,000 transfer from educational privilege tax funds into rural debt service (Resolution 7086), adopted unanimously.
• Amendments to capital budgets for parks and recreation equipment ($244,000, Resolution 7087), highway equipment ($250,000, Resolution 7088), and additional funding for a new highway facility ($1,500,000, Resolution 70814).
• A continuation of prior short‑term school financing: authorization for tax anticipation notes not to exceed $25,000,000 to assist the school system's early‑year cash flow (Resolution 70810).
• A package of lease renewals approving office space agreements with several nonprofit partners, including the Association of Retarded Citizens (70830), Mid Cumberland Human Resources Agency (70831), Mid Cumberland Community Action Agency (70832), and Mid Cumberland Meals on Wheels (70833).
County officials also approved several personnel and administrative items: a Register of Deeds budget amendment funded by document recording fees (70817), minor library accounting for donations (70821), and a community development budget amendment to provide per diem pay for Planning Commission and Board of Zoning Appeals members (70823), which passed with one abstention from Commissioner Walton.
The commission authorized temporary interfund capital outlay notes up to $4.5 million to bridge financing ahead of a fall bond issue related to a planned property acquisition (70822), and agreed to participate in reimbursement and grant agreements with the State of Tennessee to cover tornado cleanup costs (70819).
An off‑agenda item: Commissioner Judy Hayes asked the body to accept a donation of a log smokehouse located at 6889 Giles Hill Road (owners Andy and Jennifer Miller) for eventual placement in the county historic village. The commission voted to accept the donation and authorized county staff to coordinate removal and storage.
Several items were described in committee reports as routine housekeeping or continuations of existing contracts. The commission repeatedly recorded unanimous votes of 24 yes on many resolutions; exceptions called out above are the education capital request (70816), which passed 23–1, and the economic incentive participation (70820), which passed 22–2.
The meeting closed after a series of announcements (early voting starts July 18; Williamson County Fair runs August 1–9) and the chair thanked committee members for their work. The commission said it will next convene in September.
