Board approves duplex for corner lot at South Clark and East 5th

The Bloomington Board of Zoning Appeals voted Dec. 18 to approve CU‑56‑25, allowing a new duplex on a corner lot at South Clark Street and East 5th Street in the Green Acres neighborhood.
Jamie Kreindler, senior zoning planner, told the board the 0.14‑acre lot would be redeveloped with a one‑and‑a‑half‑story duplex containing two three‑bedroom, three‑bath units. The proposed design meets the R‑3 use standards and the site plan complies with the R3 maximum impervious surface limitation of 45 percent, Kreindler said.
Petitioner representatives from Matt Black Architecture (Matt Ellenwood) and Enlabeled Holdings (David Clark, on Zoom) said the plan includes a new carport and parking area that replaces an existing driveway; trash storage will be located between the main structure and the carport and tenants will be required to wheel bins to the street for pickup as part of lease agreements.
Kreindler said new water and sanitary connections will be coordinated with city utilities and new electrical service with Duke Energy before permits are issued. No public commenters appeared in chambers or online on this petition.
A board member moved to approve the case adopting the findings and conditions in the staff report; the motion passed by roll call and the petition was granted.
