Watershed council approves minutes, sets quarterly meeting rotation and flags bills to watch

Chair Mac McDonald called the Utah Watersheds Council to order, led introductions and the roll call and asked for a motion to approve the minutes from Sept. 29, 2025. Mac moved to approve the minutes, and Brian Martinez seconded; the council approved the minutes by voice vote.
Members agreed to meet on the third Tuesday of the first month of each quarter at 10 a.m., rotating locations between Moab and Monticello. Carly Payne said she would distribute meeting dates and a link to Open and Public Meetings Act training that members must complete annually.
Members asked to be alert to legislative activity that affects water. Carly's office maintains a bill tracker; the council asked members to flag any bills that look like a "red flag." Members specifically called out HB 280 (described in the meeting as related to rates/checkbook impacts) and a bill and mapping process affecting the wildland‑urban interface that some attendees described as inaccurate for Spanish Valley and that insurers are using to set rates.
Carly Payne told the council the Division of Water Resources has an interim director following an internal transfer of Candace Hausenjager to the Division of Water Quality. Payne also reminded members the Unified Water Infrastructure Plan must be published by March 1 and will change how water projects are funded statewide.
