Council carries routine motions: minutes, claims, riverfront fund closure, IT contract authorization, firefighter removal

The City of International Falls City Council moved through several routine and administrative items in addition to the first-reading vote on water and sewer rates.
Minutes and agenda: The council approved minutes of the Jan. 20, 2026 regular meeting and the meeting agenda unanimously.
Payments and claims: The council approved transfers and accounts-payable items including a transfer of $151.58 from the lodging tax fund to the general fund; City claims of $337,220.64; airport commission claims of $131,083.00; and airport major capital project claims of $220,841.52, for total accounts payable and claims of $689,145.16. A motion to approve payments and claims passed unanimously.
Consent agenda and training: The council approved necessary expenses for 2026 public-works training as part of the consent agenda.
Riverfront fund resolution: The council adopted a resolution terminating an internal tax abatement and pledge of future tax revenues and closing Fund 413 (riverfront improvement fund). Mayor Marin explained the Economic Development Authority (EDA) can transfer funds to zero out a negative balance; the EDA had previously approved the transfer and the council carried the resolution unanimously.
IT managed services: The IT committee reviewed multiple proposals and recommended a firm; council authorized staff to prepare a contract for IT managed services and approved moving forward based on the committee’s unanimous recommendation.
Volunteer firefighter removal: The council approved removal of a volunteer firefighter from the International Falls Fire Department after motion and second; the motion carried unanimously.
Next steps: Most items were carried by unanimous vote during the meeting. The water and sewer ordinance cleared first reading 4–1 and requires a second reading before adoption.
