Goodyear annexes two parcels to support Stream Data Center road improvements

Goodyear — The City Council voted unanimously Nov. 4 to annex two neighboring parcels totaling about 3.9 acres to enable road improvements tied to the Stream Data Center development.
Senior planner Guadalupe Ortiz Cortez told the council the request covers two properties, SDC 1 (approximately 0.558 acres) and SDC 2 (approximately 3.342 acres), both adjacent to the existing Stream Data Center. "Before you this evening is a request for 2 annexations," Ortiz Cortez said, adding staff’s recommendation to adopt Ordinance Nos. 2024-16-19 and 2024-16-20. The ordinances would extend city limits, assign AG (Agricultural) zoning equivalent to current county zoning, and direct the city clerk to record the ordinances with the Maricopa County board of supervisors.
The council asked whether the annexations include land east of the South Litchfield Road alignment; Ortiz Cortez and staff clarified the annexation covers the west half of the South Litchfield Road alignment and does not include properties on the east side (which fall in the Avondale planning area). Councilmember Hampton pushed for clarity: the annexation "only include[s] the west half of the South Litchfield Road alignment," staff said.
Councilmembers also sought information about the scope and timing of road work. Staff described the planned alignment as a major arterial that calls for three lanes in each direction on the west half of South Litchfield Road. Staff did not identify a definitive completion deadline tied to the annexation. Applicant attorney Faith Souders said she did not have an exact completion date but that work "is planned to be done as quickly as possible" and that SDC will dedicate the west half of the roadway and make improvements as part of campus development; the city would assume maintenance responsibility afterward.
The council voted to adopt Ordinance No. 2024-16-19 (annexing ~0.55 acres) and Ordinance No. 2024-16-20 (annexing ~3.342 acres). Both motions passed 7–0.
Why it matters: The annexations enable the Stream Data Center project to dedicate and improve city right-of-way for a major arterial standard, improving access and allowing the city to apply its roadway standards and future maintenance responsibilities.
