Vandalia Council approves bids, PUD final plan, two emergency ordinances and a zoning variance

The Vandalia City Council on Feb. 2 approved a set of routine resolutions and emergency ordinances covering economic-development membership, capital projects, an acceptance of grant funds and a zoning variance.
Council approved Resolution 26R-07 to renew membership in Montgomery County’s Business First program, which staff said provides a business-visit database, training and bimonthly collaboration meetings. The renewal requires a resolution and carries a $1,500 annual fee. The motion passed on a roll call of five yes, one abstention; Council Member Bradford stated the abstention was due to current employment.
A resolution of intent (26R-08) to reimburse the city’s water fund from future tax-exempt debt for the Damien/Souter/Romanes/DeSales North water-main replacement passed 6–0. City staff said the project previously received $500,000 from the Ohio Public Works Commission — a $250,000 grant and a $250,000 0% loan — and that council must adopt an intent resolution before submitting reimbursement requests.
Council awarded the 2026 curb-and-sidewalk removal and replacement contract via Resolution 26R-09 to Code Construction LLC (lowest responsive bid reported at $464,921), and awarded the Bristol Drive sanitary sewer replacement contract (Resolution 26R-10) to WD Excavating ($52,795). Both motions passed unanimously.
By Resolution 26R-11 the council approved a PUD final plan and record plans for sections 1 and 2 of the Towns at Castle Grove, a 14.515-acre parcel at 600 Corporate Center Drive that will create 72 single-family lots; the planning commission had recommended approval 4–0.
Council accepted Resolution 26R-12 to execute an agreement to accept $50,000 in Montgomery County Community Development Block Grant funds to support a 2026 sanitary sewer pipelining project; the motion passed 5–0 with one abstention recorded.
The council adopted two emergency ordinances: Ordinance 26-03 vacates 0.463 acres of right-of-way related to the Towns at Castle Grove development (public hearing opened and closed with no speakers; adopted 6–0), and Ordinance 26-04 revised 2026 appropriations across multiple funds as an emergency. Staff described the supplemental appropriations: street fund $34,440 for a feasibility study on an intersection improvement; police operations $22,668.10 and fire $17,810.65 for MDT modems and antennas with Verizon 5G service (a credit rebate from Verizon will offset costs and be split between fire and police); opioid fund $3,043 for a wellness app; facilities reserve funding for the public safety training center design ($27,150) and senior center preliminary conceptual plans ($47,680). Council adopted the ordinance 6–0.
Finally, Council approved variance BZA26-001 to allow a front-yard fence to extend 20 feet beyond the front building line for properties at 401–405 and 435 East National Road; the Board of Zoning Appeals had recommended approval 4–0 and council voted 6–0.
