Staff told the council the application met Town Code §114.02 requirements for multi‑day events and had undergone departmental review. Councilors said recent events had produced disturbances and expressed frustration that municipal enforcement of the noise ordinance can be limited; staff and the mayor said the town marshal has been used for special enforcement and that staff will propose longer‑term policy changes.
The council required the following immediate conditions for the ***** Toad permit: (1) post special-event signage visible to neighbors listing a local phone number for complaints; (2) designate and publicize a responsible party to answer that number and respond promptly; and (3) direct any amplified speakers to avoid nuisance impacts and comply with the town sound code. Applicant Roman Kettler, a co‑owner of the venue, told council he plans family‑friendly vendors, security, to end most nights by 9 p.m. and not to extend the liquor premise for this event.
Councilors and staff said they would return with a broader package of policy and procedural changes for special events to improve enforcement and to better manage Bike Week traffic and noise in future years.
