Ralph Peterson, one of the special magistrates for the City of Pensacola, presided over a Nov. 25, 2025 Code Enforcement Authority hearing that resulted in two findings of municipal code violations, multiple continuances and one case closure. The hearing was held at Pensacola City Hall and was audio and video recorded.
The most immediate enforcement action concerned 5030 Bayou Boulevard. Jonathan Bilby, inspections director for the city, told the court a stop work order was issued on Aug. 13, 2025, after inspectors documented unpermitted exterior façade framing and structural work. Bilby said a notice of violation required compliance within 14 days and that a permit application arrived only on Nov. 24, 2025, after the compliance deadline had passed. "A stop work order was placed on 08/13/2025 for unpermitted exterior facade work at 5030 Bayou Boulevard," Bilby stated, and recommended the court find a violation and order costs and fines.
Magistrate Peterson found a violation of Pensacola Municipal Code section 12-11-5 and ordered compliance by permit with a stated deadline of Dec. 22, 2025. Peterson assessed $200 in court costs…
