Adams County authorizes small-structure contracts, approves concrete-repair bid and vision-planning contract

Nate, the county highway staff member who presented the bid tabulation, recommended accepting five responsive bids for 2025 small-structure replacements. He said the recommended construction costs total about $192,508 with $166,241 for component purchases out of the 2024 budget, producing an estimated combined construction price of roughly $358,007.49. He also recommended rejecting two Ish Excavating quotes as nonresponsive because of arithmetic and unit-price inconsistencies. “I think it was too much risk to the county,” Nate said of accepting the problematic bids and asked for authorization to sign the five contracts; commissioners moved, seconded, and approved that authorization.
The board also approved a facilities repair bid to fix the truck barn’s floor drains. Brad presented two quotes: Stateline Concrete of Decatur at $40,300 and Hitchcock Concrete at $44,350. Brad recommended moving forward with Stateline “so we can get on our schedule as soon as we can,” and the commissioners approved the Stateline quote by motion and second.
Separately, staff reviewed near-term road work: construction on Bridal 58 was reported to begin Nov. 4 with an anticipated month-long closure, while milling and asphalt work on Bridal 132 was reported in progress and likely to finish quickly, weather permitting.
On county planning, commissioners tentatively approved a draft contract with American StructurePoint to complete countywide vision-planning work. Commissioners and staff discussed including contract language to permit a change order up to available ARPA funds (discussion referenced a not-to-exceed around $200,000 of ARPA availability) so the contract could accommodate a later expansion into a comprehensive land-use plan if authorized. Staff said any substantial scope change after Dec. 31 could affect ARPA obligation rules; the board moved and seconded approval of the draft contract.
Motions on the bids, the Stateline concrete work, and the StructurePoint contract were recorded as voice approvals; no roll-call tallies were recorded in the transcript.
