Amy presented the staff recommendation to award the construction contract for the 2025 Community Development Block Grant (CDBG) street accessibility and safety project at the Romer Park North End entrance. She said the city delayed the award last year while awaiting an executed contract with the state; the selected bidder (MSCI) agreed to hold the original bid price and, because the bid came in lower than anticipated, the city was able to expand the scope to add a concrete staircase and remove railroad ties.
Amy read the recommended award of $137,137.57 and asked the council to authorize the mayor and staff to execute applicable contracts as they come through. Councilmembers discussed safety improvements, connectivity to a future walking trail and whether Rocky Mountain Power would need to move a utility pole (staff said no). A councilmember moved to approve the award and construction contract; the motion passed by voice vote.
Staff will proceed with contracting and schedule coordination for the Romer Park entrance work and will manage budget compliance for the CDBG project.
