Council advances three ordinances to second reading and places three resolutions on first reading

At its Dec. 10 meeting the council voted to place Ordinances 17, 18, 19 and 20 on second reading and put Resolutions R55, R56 and R57 on first reading; motions to move each item were made, seconded and carried by roll call.
The Washington Court House City Council on Dec. 10 moved multiple legislative items forward.
Ordinance No. 17‑2025 was placed on second reading. The ordinance would establish the Washington Courthouse New Community Authority, define its district boundary, appoint board members and approve related matters. A council member moved to place the ordinance on second reading, a second was recorded, and a roll call vote carried the motion.
Ordinance No. 18‑2025 was placed on second reading. The ordinance would establish three incentive districts, declare certain improvements to be public purpose and exempt identified parcels from real property taxation, and approve a tax increment financing agreement with JLB 1 Properties LTD. Council members discussed county notification; the administration indicated the county had received notice. Motion to place on second reading was carried by roll call.
Ordinance No. 19‑2025 (appropriations for fiscal year ending Dec. 31, 2026) and Ordinance No. 20‑2025 (supplemental appropriations amending ordinance 33‑2024) also were placed on second reading after motions and roll calls.
The council placed three resolutions on first reading: R55‑2025 confirming the appointment of Harmony Gay to the Children & Family First Council (term through Dec. 31, 2028); R56‑2025 authorizing the city manager to enter into a professional services agreement with JRG Consulting LLC (doing business as Enterprise Advisory Group); and R57‑2025 authorizing an agreement with the Union Township trustees for fire protection services through Dec. 31, 2030.
