Wayne County approves one-year limited-use agreement to house up to two juveniles for U.S. Marshals Service

The Wayne County Commission voted to approve a one-year limited-use agreement with the U.S. Marshals Service to house up to two juveniles in the county juvenile detention facility, with total compensation capped at $292,000 and a per-diem rate of $400 per day per minor.

Corp counsel described the arrangement as a "limited use agreement" that permits the county to accept U.S. Marshals placements and use the county's new Oracle account numbers for payment and purchase orders after the county’s finance system transition. "This is an agreement ... limited to the United States Marshals Service to house 2 juveniles in our juvenile detention facility for a period of no greater than 1 year," counsel said during the floor presentation.

Commissioners were told the county presently does not have standing agreements with the federal government for housing detainees and that a previous contract had expired. Counsel said the agreement is narrow and would apply to the two minors identified in the Marshals' request; any broader or future use of account mappings would be presented individually to the commission.

Madam Chair moved the item for immediate consideration; the motion was seconded and carried by voice vote. No roll-call tally was recorded on the floor.

The agreement authorizes the administration to execute the limited-use contract subject to the dollar cap; the floor presentation did not include details about the identity of the juveniles, the expected dates of placement, or any additional services beyond housing. Commissioners asked no formal amendments during the floor vote.
