Adams County awards multiple contracts to build Council on Aging transportation garage

Adams County commissioners voted Nov. 12 to accept multiple contractor bids and authorize contracts for construction of a Council on Aging transportation garage on county property.
Commissioners opened bids across six divisions—excavation/site prep, concrete/foundation, framing, plumbing, electrical and HVAC—then took the low, responsive bids under advisement for tabulation. Staff recommended and the board approved awards for the major components: Division 1 (excavation) was awarded to Ludenville Excavating (low bid reported at $13,600); Division 2 (concrete/foundation) to the low concrete bidder (reported around $41,003.22); Division 3 (framing) to the lower of two framing quotes (about $86,000); Division 4 (plumbing) to Leaky Brothers (about $20,574); Division 5 (electrical) to DH Electric ($19,605.37); and Division 6 (HVAC) to the selected HVAC bidder following tabulation.
Mark, a county construction lead who reviewed the bids, told commissioners the bidders used identical specifications and that time-to-complete estimates put several scopes on short schedules once concrete work is finished. Commissioners discussed start windows in December and asked staff to bring any remaining contract paperwork back to the council for final funding direction. Chair (unnamed) thanked staff for the specs and bid management and said most contractors could commence work "this week" when paperwork is complete.
The board also discussed framing bid dispersion—two framing bids showed a substantial spread—and instructed staff to verify compliance with the bid specifications before fully executing the contract. Commissioners approved awarding demolition/excavation and concrete immediately if staff confirmed recommendations and committed funding; they agreed to finalize remaining funding allocations at the December council meeting if needed.
The garage project is funded through local appropriations and may draw on previously approved ARPA allocations where applicable; commissioners asked department leads to confirm which budget lines will pay outstanding invoices before the December meetings. Contracts and work schedules will be finalized with successful bidders; staff estimated a rapid construction sequence in which framing could follow concrete within days if the weather permits.
